Is this only to pertain to PK situations? Or can it be something like dropping link to have mob's stop chasing you and so on? I've always thought it was dropping link to avoid anything, not just a pk situation.

There's no clause about a PK situation being required.

...that has never been altered, like waiting for a certain item on the first circle. With how low the playerbase has gotten, is it really looked down upon if someone does it by exiting the game and it takes 10 minutes - instead of a real life hour?

You'd think that over a bunch of years things like this would have got the "Hey....yeah that is annoying crap, let's fix it and make it fun!"

Disclaimer : I'm not saying the Inferno is annoying crap, but certain aspects are really a drag sometimes for no apparent reason beyond "let's make them wait forever to do something fun"

I was just wondering because I prayed about someone dropping link and got kind of an off response because it wasn't pk oriented. Just wanted to make sure I was clear was all. Thanks.

There are measures in place to prevent dropping link to avoid a pk. If you think you are in a remote enough area and drop link from a non-pk situation, chances are you aren't going to get busted for it. But, if another player finds you and kills you while you are in that state, that's the risk you take.
