I think there would definitely be some of that. My hope was that the people using it as intended would be numerous enough to overwhelm the other group, so that you could still see trends develop.

The "comments" feature might tend to mitigate this as well, since it will force people to just lie, and that could potentially be policed. Say I die to some guy and am pissed about it, so I give him a thumbs down vote with the comment, "This guy has terrible role-play!"

Any imm who watches me do that should probably remove my ability to cast votes altogether, since I'm clearly abusing it.

The per-hours thing might also mitigate douchebaggery, since the type of players who would engage in that behavior typically don't play long-lived characters.
