RP is enforced, but explaining it to third parties isn't. So if I'm a guy who hates mages and I kill a mage, nothing obligates me to respond to him when he subsequently asks, "Dude, why did you kill me?"

That said, someone who only ever talks to people when it's absolutely necessary probably won't win any special perks for his scintillating role-play.
