Does the level of a talisman/scroll impact its likeliness of success vs the target? E.g., is it pointless to brandish a level 9 talisman vs a level 51 player?

What's important is the level of the spells in the talisman.
Yeah, a level 51 character will clear the save against a level 9 spell just about all the time.
