As far as Xanthrailles:
When you mentioned him, I thought he was a Scarab too...but a short farewell of his said that he followed Jullias, and was an Anathema of the Empire. He was the same player who played Qxorlarran(who was an Eye), and he posted a bunch of that character's logs under the handle of "Xanthrailles," so perhaps its a matter of remembering him, the player, as the eye, rather than the character. *shrug*
If I'm wrong, he still seems active and should be able to correct me.

#4 After thinking about it, I decided to leave out the pre and post cabal people. They're not exactly leaders in the manner that I'm asking for in this post. (They're just religion leaders rather than both that and cabal leaders, and religion leaders are a whooole other list that I don't want to get into.)
