He's been attacking Fortress (non-mages) relentlessly and raiding after they raided and killed Ghar (a duergar) about two hours ago.

I went down and beat him up a bit with Sune Rai and warned him not to raid the Fortress again unless he was hunting a mage. He's been warned, ball is in his court.

You chase people around openly, and have doubled down on enemies, so you're being a sort of hypocrite to Torelath when you died at the Fort. They didn't do anything you haven't.
