For me:

What any mortal I'm playing sees.. my Imm persona is seeing.

I may when I'm on later with my IMM reward or react accordingly via
my IMM.

If you think about it... Gods can in theory see everything. So as
a mort if I see an Imperial acting unimperial, I'm going to note that
as Grurk... just as one example.

But it works the other way... I've interacted with morts as my morts
and gotten on later and threw them some xpadd or whatnot.
